In her recently presented budget for fiscal 2003, Puerto Rico Governor Sila Calderon proposes to incur a deficit of 598 million dollars, granting pay raises to police and public employees and providing anti-corruption measures to include public funding of local elections. She would fund the new measures with revenues derived from a proposed new lottery, new excise taxes and increased levies on liquor and tobacco. Also, she would cancel early withdrawal penalties for Puerto Ricans with IRA retirement accounts, in hopes that increased local spending would help stimulate the stagnant economy. |
