CARIBBEAN BUSINESSPort Of The Americas’ Request For Proposal SlatedTo go out late October or early November; only two groups in contentionBY MARIALBA MARTINEZSeptember 19, 2002 Port of the Americas General Manager Hector Jimenez Juarbe expects to distribute the port’s Request for Proposal by late October or early November, once the qualifying process for the only two groups that submitted qualifications ends. Meanwhile, Jimenez Juarbe is working on the final approval of the local and federal Environmental Impact Statements from the Puerto Rico Environmental Quality Board and the U.S. Army Corps of Engineers. "We are very pleased with the two sets of documentation for qualifications we received from these two highly respected groups," said Jimenez Juarbe. "While we do not expect additional requests, if another group of equal distinction were to request a late qualification, the matter would have to be considered by the Port of the Americas’ board." The deadline for submitting a Request for Qualifications to develop & operate the Port of the Americas expired Sept. 3. PSA Corp., a transshipment port specialist that operates 13 ports in eight countries, presented its formal credentials through a nonlocal representative. Honorary Consul from The Netherlands Frank Haacke is representing Mainports Puerto Rico Inc., a consortium of multinational and local companies that includes A.P. Moller Group and subsidiary Maersk Sealand, CSX Lines, and the Port of Rotterdam. The structuring of the Port of the Americas’ value-added component is also ongoing, according to Jimenez Juarbe. "Edgardo Torres Caballero, Economic Development & Commerce deputy secretary for strategic projects, travels to the U.S. next week to meet with various international real estate brokers that could market the value-added property surrounding the Guayanilla and Ponce ports," Jimenez Juarbe said. During a previous trip to Singapore, Jimenez Juarbe and Torres met with representatives from DTZ-Debenham Tie Leung, which specializes in Asia’s trade and already works with Malaysia’s economic development agency, Asendas. Other companies being considered are C.B. Richard Ellis of Virginia, Cushman & Wakefield of Atlanta, Jones Lang Lasalle of Chicago, and Trammell Crow Co. of Texas.
