The sprawling U.S. Naval Station, Roosevelt Roads, in Ceiba, Puerto Rico, is the cornerstone of the U.S. Navys operations in the Caribbean and the logistical base for fleet training exercises on the island of Vieques.
"Rosey Roads" as the base is popularly called, supports some 17,000 military and civilian personnel and is a key component of the Puerto Rican economy, contributing some 250-million dollars annually to the islands GNP.
When the Navy announced it would stop exercises on Vieques in 2003, top Navy officials added that without Vieques, Roosevelt Roads should be closed. An independent commission will make that decision in 2005. But with its future in doubt for the first time since the early 1950s, the fate of Roosevelt Roads may once again depend on how well it can evolve to meet the Navys changing priorities.
The video employs rare historical pictures of the bases early days and dramatic aerial photography of its modern day facilities.
