Brown, president of the Citizens' Educational Foundation-US (CEF) was honored today by the League of United Latin America Citizens (LULAC) with the LULAC Civil Rights Advocacy Award. Brown received the prestigious award at the LULAC National Conference being held in San Antonio, Texas, which was attended by several thousand LULAC members from across the nation, distinguished Hispanic civic, corporate, and political leaders. The conference was addressed by both President Bush and Senator John Kerry. In presenting the award, Hector Flores, National President of LULAC, cited the outstanding and eloquent advocacy of Herbert Brown on behalf of the civil rights of the four million U.S. citizens residing in Puerto Rico. He mentioned that Brown's advocacy throughout the United States has served to increase public awareness about the disenfranchised status of the American citizens in Puerto Rico. Brown has mobilized public support from state legislatures, city councils, national Hispanic and veterans organizations throughout the nation to persuade the President and the U.S. Congress to address the issue of Puerto Rico's unresolved political status and the disenfranchised condition of its people. In responding to the LULAC president, Brown said that he was, "greatly honored to receive this award from the most prestigious national Hispanic civil rights organization, which has been a stalwart supporter of self-determination for the U.S. citizens of Puerto Rico." He further stated that, "I receive this award tonight on behalf of my colleagues in the Citizens' Educational Foundation, who have made it possible for us to carry the message of self- determination to the president, the Congress, the media, and the American people. I am pleased that we are making significant progress towards achieving our goal of empowering the people of Puerto Rico to make a fair and informed decision regarding the island's ultimate political status. My efforts and that of CEF are dedicated to serving all of the U.S. citizens in Puerto Rico to have a choice in achieving a permanent, non- territorial status for Puerto Rico that will provide us with full representative democracy." Brown emphasized that, "The Citizens' Educational Foundation-US does not advocate for any particular political status option, but rather for the right of the people to have a choice regarding a permanent status for the island, and for the federal government to respect and implement that choice." Herbert W. Brown is an attorney in private practice in San Juan, Puerto Rico. He is a former Assistant U.S. Attorney, and has been long involved in the effort to resolve Puerto Rico's status dilemma through the self-determination of its people. He is a third generation Puerto Rican native and his family has deep roots on the island.
