A bill to provide for referenda in which the residents of Puerto Rico may express democratically their preferences regarding the political status of the territory and for other purposes.

A bipartisan group of 10 Senators submitted a measure similar to the Young Bill . The measure wishes to decolonize Puerto Rico and give a choice between statehood or separation from the United States.

The measure was submitted by Bob Graham (D-FL), Larry Craig (R-ID). The cosponsors are : Alfonse D'Amato (R-NY), Daniel Akaka (D-HI), Wayne Allard (R-CO), Robert Torricelli (D-NJ), Harry Reid (D-NV), Connie Mack (R-FL) and Craig Thomas (R-WY).

"It is our moral and political responsibility to carry out the wishes of the people of Puerto Rico when they express their views in the plebiscite process that this legislation will sponsor", Graham (D-FL) expressed. The legislation permits a democratic process to take place", said Craig (R-ID). The United States and Congress have to give an example to the rest of the world that we value democratic principles.
