a change in the territory's status.

Puerto Rico's
legislature requested Congress to respond to the
democratic aspirations of the American citizens
of Puerto Rico by approving a plebiscite
sponsored by the Federal government in 1998
(Concurrent Resolution 2, January 23, 1997).
