PDP Proposal for the Development of Commonwealth

The people of Puerto Rico, in the exercise of their sovereignty, of their natural right to govern themselves and of their own free will, as repository of all political power, hereby confirm the validity of the Commonwealth of Puerto Rico as established and seek to develop is as an autonomic political body, non-colonial, non-territorial, in permanent union with the United States of America, under a treaty that cannot be unilaterally terminated nor altered. The relationship between Puerto Rico and the United States will continue to be founded on common defense, market and coin, and on the irrevocableness of the United States citizenship acquired by birth and protected by the Constitution of the United States.

This relationship will guaranty the autonomic development of Puerto Rico based on the democratic precept of government by consent of the governed and in acknowledgment that Puerto Rico is a nation with its own history, idiosyncrasy, culture and Spanish language.

In order to obtain the maximum economic and welfare development, the people of Puerto Rico seek to develop the Commonwealth of Puerto Rico to retain all powers which are delegated by the United States. In conformity with Puerto Rico's fiscal autonomy, areas of economic development where joint action will produce employment and other benefits to both parties will be identified, including flexibility in the use of federal funds, thus allowing programs of direct assistance to individuals to continue as at present. the Commonwealth of Puerto Rico may enter into, among others, commercial and tax treaties with other countries and join regional and international consistent with the common interests of defense and security with the United States, in accordance with the treaty.

Once the petition for development is approved by the people of Puerto Rico, a Constitutional Convention will be convened to negotiate with the Government of the United States the terms and conditions of the treaty of association, that will include a mechanism to determine what legislation approved by the Congress of the United States will apply by consent to Puerto Rico.
