CLINTON APPEALS FOR PUERTO RICANS' SUPPORT OF VIEQUES AGREEMENT

Vieques Phase-Out Fair

In his unprecedented three-minute speech on Puerto Rican public television, President Clinton went directly to the people of Puerto Rico on Tuesday evening to ask them to support his decision to allow the Navy to bomb in Vieques for three more years and give the military a chance to stay indefinitely.
